After numerous calls to AT&T and Apple Care and resetting my iPhone hundreds of times, I received this email 31 hours and 44 minutes after submitting my activation.
2 hours after receiving this email, I looked at my iTunes screen which had been stuck in the message:
You Activation Request Requires Additional Time Error Message
